Taskbar Icon Shows Twice

I install a dotnet winforms application, and I pin the icon to the tray when done. In Windows 7, it will only show one icon, and if I launch the program with the icon, it will not show another icon. But in Server 2008, it shows yet another icon when launched. Would just like it to be consistent. Is this controllable?
